Hi:

The fund of funds do not invest in the Vanguard Total Bond Market Index Fund, they use the Vanguard - Product overview - Tot Bond Mkt II Indx Inv Fund, which according to the latest report (semi-annual) has an 0.09% expense ratio for investor shares.

I don't understand why the Target Retirement fund expenses declined. None of the underlying funds changed expenses, and the Lifestrategy funds, with the same holdings, did not change expenses.
