Didn't cut and paste nicely from the email, looks like things basically stayed the same or if you are flagship select, improved. 500 free trades now.

Earlier this year phone trades were $7 apiece for the bottom tiers. An increase to $25 might surprise folks who don't always do phone trades. After the fact, they might be very surprised to find that the cost of phone trades had been raised. Thanks for posting.

Am I reading this right that if you don't hold $50k in Vanguard products you will pay higher commissions? This is as opposed to just having $50k+ in assets invested in whatever else (non-Vanguard funds or ETFs, stocks, bonds, etc).

Correct.

The "minimum" amount for each category must be in VANGUARD products (mutual funds, etfs) in order to get that level of benefits.
Accounts from household members can be combined for this purpose.
