Is there ANY Medicare Part D drug plan that delays or prevents the "donut hole" if you reached it previously?

Only indirectly.
Although the basics of how the doughnut hole operates is set by Medicare and does not vary among the companies - the drugs themselves do.
Not all drugs are listed on the same tiers among the various companies.
You would have to do a search of all your drugs to see which Plans might have them on a lower Tier.
This tactic might serve to delay the arrival of the doughnut hole. The only way to prevent it entirely is not to buy a Part D plan at all.
Cheer up. If we live to the Year 2020, reason to celebrate. That is when the doughnut hole ends.

Hey, my meds are cheap this time of the year. However I'm well past the doughnut hole and into catastrophic coverage
