Looks like two-factor is live now. I've enabled it. You're prompted for a phone number that can receive text messages, and Vanguard sends a text message with a 6-digit code to that number; you have to enter that number into the website before it's enabled (and this presumably prevents you from being locked out because you fat-fingered the phone number).

You get to pick between two modes of operation:
- enter two-factor code before every login
- enter two-factor code only on first login from a new computer
