If the fixed rate on I-bonds increases. Am I required to sell my I-bonds and re-purchase them to lock in the increase rate?

Yes. Fixed means fixed. So the bonds that you have now with a fixed rate will still have the same fixed rate twelve years from now, unless you redeem them first.

Well, yes, because the FIXED rate on the I bonds you already purchased stays FIXED.
Since you can only buy so many I bonds per year though, it may be better to just buy more at the newer/higher rate.
