This is a very basic question but I could not find the answer on TSP website.
When I rebalance on the first of the month will the shares I purchase be at the closing price from the last day of the prior month or the closing cost at the end of the day on the first of the month?

I'm not sure how TSP does it but usually it's the closing cost of the fund at the end of the business day that you make the transaction. ie if you rebalance at 11:00am on Monday you get the closing price at Monday's close. If you do it on Monday at 6:00pm you will get the closing price at Tuesday's close.
