If an ETF has a small bid/ask spread and reasonable daily volume, then I think it is a waste of time to worry about the IIV or NAV. Your act of purchase or sale changes the IIV.

You do not have to wait since with your chosen replacement shares there would be no wash sale. You will likely be "buying the dividend" and have to pay tax on it.
