I see absolutely no problem with putting a lump sum into Total Bond Market Index, especially if you don't plan on using the money anytime in the very near future. It's a rock solid fund.

I would stick with FDIC Savings Accounts/CDs. He could also go with a short-term bond fund or even an intermediate-term bond fund like Total Bond Index, or GNMA if he wants to take slightly more risk.

I keep the majority of my cash 50/50 in Total Bond Market Index and GNMA. I also keep some at my local bank and ING Direct. I just call it cash -- it's not strictly an emergency fund.
