Self Employed - Roth Contribution for Sep and solo 401K

Quick question. If a self employed individual has either a SEP IRA or Solo 401K, it is my understanding that they can still contribute to a Roth IRA as long as their not over the income thresholds in regards to Roth Contributions. Floating Rate Bank Loans - Are they available on Vanguard??

Any ideas on how to access the senior rate bank loan or floating rate bank loan products via the Vanguard Platform.
