It would have cost a lot more if frozen pipes burst. So perhaps you got off lucky! This bears repeating. The tenant contacted somebody, and somebody did something that may have significantly limited losses. You do not what to inadvertently discourage this behavior. Next time you might find two mess...

Anyways, no practical advice here except to just have your PM work with your HOA (i.e. leave it to the professionals to sort it out) that is what you are paying both the HOA and PM for in the first place. They should be able to come to some resolution and should be able to explain why you owe the c...
