This is probably a silly question, but, assuming that the composite iBond rate approximates 0% as of May 1, 2015, would it be possible to redeem
under-five-year bonds between July and October, 2015, without effectively incurring any three month interest penalty? Thank you.

which i bond to redeem?

I have two $5000 i bonds over a year old: one from August, 2011; and one from January, 2012.
I need to redeem one of them. Which one should I redeem, or does it make no difference?

It should be noted that, while Ally's current early withdrawal penalty is comparatively lenient, there is no guarantee that it will remain so.
