Thanks everyone for the helpful replies; the shared link was especially useful. I had known about the US 30% dividend withholding tax but the way TedSwippet put it was really stark: VTI dividend is 2%, TER 0.05%. 30% in US tax on the VTI dividend adds 0.6% to the annual cost.
