Selling total international stock for a loss and buying FTSE all world ex usa. They do have different benchmarks.

I have EE Savings Bonds issued June 1989, Ap 1991, Feb 1992 and
Jan 1993. Saving bond wizard shows 4% for the rate. I thought
they should be paying 6%.
Is 6% correct?

Thanks for you reply. The money in the taxable inflation protected securities is in the vanguard mutua fund so no phantom income. I do not want more than 15% in tax free bonds.
