You pretty much answered your own question. It is all about expectations and meeting (or failing to) meet those expectations, not neccesarily growth or stagnation.

Sounds like you have a once in a lifetime opportunity to experience a new country/continent (assuming youre from the US) and have enough cash to enjoy it. I'd go for it.

PSLF=Public service loan forgiveness.
IBR= income based repayment.

As far as I know, not one single person has had a loan forgiven under PSLF yet, so there is a risk that that program may not be around when the time comes.
