Government Employment (Employee)Question

Have a possible opportunity to work for a department of US Gov't but not in a geographic location that I would want to be long term.
Would like to know if anyone out there is familiar with government work and their transfer policies. Would like as much information
prior to my interview.

tax rate on a retention bonus?

I have been offered a retention bonus for part of 2013 and the other part in 2014. What would be the tax rate on that income be ? I file single and bonus will bring total income under 100K

1040 X refiling

I have never had to file an amended return. It appears all I have to do is submit the two pages of the 1040 X is that correct?
